Is NL's Fiscal Arrangement with Municipalities Safe?


Kevin Parsons, Municipal Affairs Critic for the Official Opposition, is asking if the provincial government is committed to maintaining the province's new fiscal arrangement with municipalities, announced just a year ago. “Is the province’s fiscal arrangement with municipalities safe?”


Announced on April 29 last year, the Community Sustainability Partnership provided new sources of funding for municipalities, Inuit community governments and local service districts.


Budget 2015 also included a partial rebate of the HST, a three -year commitment to municipal operating grants valued at $22 million, and multi-year infrastructure commitments to address such needs as clean and safe drinking water.


Parsons is calling for Municipal Affairs Minister Eddie Joyce to address the issue. “Municipalities need to know if they can count on the new government to maintain the funding that they were promised. They need an early indication from the government of whether the multi-year investment commitments will remain intact or if they are in jeopardy,” he said.


“Municipalities will really struggle and residents will suffer from diminished levels of service and infrastructure work if the government fails to follow through on those commitments,” he said.


“Towns and cities need to be kept informed so they can plan and function effectively, and for that reason, I am calling on the government to be proactive in keeping them engaged at every step along the way,” he said.
