Liberals Ignored Newfoundland Shipyard’s Bull Arm Proposal
St. John’s, NL (August 29, 2025) – Lloyd Parrott, PC Shadow Minister for Industry, Energy and Technology and MHA for Terra Nova, is calling out the Liberal government after documents revealed they ignored a Newfoundland Shipyard proposal to use Bull Arm for submarine construction.
“This is deeply concerning,” said Parrott. “Here was a local company with proven expertise and capacity, putting forward a concrete plan to transform Bull Arm into a center for submarine construction. Instead of considering all options, the Liberals chose to negotiate with only two proponents, shutting one out entirely.”
Parrott said the issue is bigger than any single company. “This isn’t about who gets the contract, it’s about Newfoundland and Labrador being left behind. We’re talking about high-quality jobs, long-term economic growth, and an opportunity to position Bull Arm as a hub for innovation and industry. The Liberals’ closed-door approach ignores the full potential of our people, our businesses, and our infrastructure.”
He also pointed to years of Liberal mismanagement of Bull Arm. “I’ve raised concerns for a long time about the lack of engagement with all interested parties. Now we have confirmation: one company was ignored. That’s not just bad process; it’s a costly mistake that risks decades of lost economic opportunity.”
Parrott warned that Newfoundland and Labrador cannot afford to watch from the sidelines any longer.
“The submarine project is a generational opportunity. We have the workforce, the facilities, and the expertise to deliver. A PC government would act now, ensure all proposals are considered, and put Newfoundland and Labrador first, for all of us.”
