St. John’s, NL (July 10, 2025) – Lloyd Parrott, Shadow Minister of Industry, Energy, and Technology and MHA for Terra Nova, is speaking out today about the great potential of the Bull Arm site in relation to the Government of Canada’s recent announcement that it intends to acquire 12 new submarines.
“This presents a generational opportunity for Newfoundlanders and Labradorians — one that must not be ignored,” said Parrott. “For too long, the Liberal government has failed to maximize the full potential of our world-class industrial infrastructure, especially at Bull Arm. Bull Arm represents one of the most capable fabrication sites in the country, and it has the potential to be a hub for submarine construction — creating long-term, high-quality jobs and a brand-new industry in our province.”
Parrott continued by summarizing how previous Liberal decisions have resulted in Nova Scotia being chosen for federal projects in the past, at the expense of Newfoundland and Labrador.
“We cannot afford to lose this federal project to Halifax. For more than a decade, the Liberals have failed to invest in Newfoundland and Labrador’s marine expertise and allowed key federal contracts and opportunities to funnel into Nova Scotia. This imbalance must end,” added Parrott.
The construction of submarines at Bull Arm is not just about short-term employment — it’s about establishing a new economic engine that drives innovation, supports local businesses through spinoffs, and fosters long-term prosperity in the region.
“I am also concerned that the provincial Liberal government is currently in discussions with two proponents about the future of Bull Arm – it is unknown if these proponents would be interested in using the site for submarine construction. The potential to construct submarines is a game changer,” continued Parrott.
Parrott concluded: “Newfoundland and Labrador ought to receive maximum benefits from this federal submarine project. We have the workforce, the facilities, and the expertise. What we need now is the political will. It’s time to put Newfoundland and Labrador first — for all of us.”
